On March 27, the State Traffic Inspectorate will hold a Single Road Safety Day under the motto: "It's cool and safe to drive a scooter!", dedicated to the topic of safe movement on personal mobility equipment (SPM) In accordance with the amended traffic regulations, a SPM is a vehicle having one or more wheels or castors and a maximum design speed of movement.
no more than 25 km / h, designed for the movement of one person through the use of an electric motor. Drivers of such vehicles, in turn, are equated
cyclists, which assigns them a number of responsibilities that are crucial for safe participation
in traffic.
The new season of the SPM is different from last year. One of the most important differences is that when crossing the roadway, drivers of such vehicles are required to dismount and drive their vehicles next to them.
Exceptions are cases of crossing the roadway
in places where special bicycle lights or signs are installed, along sidewalks or roadsides, as well as cases of cycling at intersections.
However, even in these cases, there are a number of requirements. If you cross the roadway in a place where a bicycle
light or sign is installed, your speed should not exceed the speed of a walking pedestrian. If you cross the roadway along the sidewalks or roadsides, you must provide an advantage to vehicles. If you are driving along a bike lane at an intersection, you need to be guided by traffic lights, and in the absence of traffic lights, priority signs.
Speed limits have also undergone changes.
It is forbidden to drive at a speed exceeding 10 km/h in a populated area. If you are moving along a bike path, you are allowed to reach a speed not exceeding
25 km/h.
Traffic on the SPM should be carried out along a bicycle path, and in its absence – along the curb, sidewalk or footpath, without creating obstacles for the safe movement of pedestrians. In the absence of these road elements or the inability to move along them, it is allowed for SPM drivers to move along the carriageway in one row no further than 1 meter
from its right edge. At the same time, check out next
1 meter from the right edge of the carriageway is allowed only
to avoid obstacles and, in permitted cases, to turn left or U-turn.
When driving on the road at night or when
it is not visible enough, the front of the vehicle must have a headlight emitting white light and a red light at the rear.
Outside of populated areas, the SPM driver must also wear high-visibility clothing with retroreflective elements,
except when driving on a bike path.
We remind you that it is allowed to drive a SPM on the road unaccompanied from the age of 14. Before reaching this age, unaccompanied movement is allowed only
on the territory of residential areas.
Please note that in addition to duties, there are also a number of restrictions for drivers of such vehicles.
In accordance with the traffic regulations, drivers of SPMS are prohibited from transporting passengers, leaving their vehicles in places where this creates obstacles for other road users, as well as moving in pedestrian zones. If the mass of the SPM exceeds
35 kg, their drivers are also forbidden to move on the sidewalks.
If such a traffic participant violates the requirements of the traffic regulations, he may be held administratively liable in the form of a fine in the amount of 1 to 3 basic units. If a driver commits a violation while intoxicated, the fine amount will increase and range from 3 to 5 basic units.
Dear SPM drivers! Remember that despite the speed of movement, due to your insecurity, you are
They belong to the category of vulnerable road users.
Any violation may result in a fall or an accident, which in turn may result in injury or death.
Strict observance of traffic regulations is the key to preserving life and health!
